Rules are authoritative in nature, which prescribe direction for conduct, especially in so far as it dilates on a legislation. Regulation also implies prescription by authority based on statutes or rules in order to control an organization,with prescription of consequences for violations or system. Statute is a Law enacted by a legislative body. In every country, most of the laws enacted by the legislative bodies are supplemented by rules.
The legislature frames laws but cannot execute all the details of a particular statute. Thus it delegates the authority to implement the statute to government agencies. The agencies issue administrative regulations to implement the details of the particular legislation that empowered the agency to act. In other words, Rules and Regulations are forms of secondary legislation in aid of primary legislation. Other forms of secondary legislations are statutory instruments, statutory orders, and bye-laws.
