The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act was enacted in 1995 with an objective to ensure equal opportunities for people with disabilities and their full participation in the nation building. This Act makes provision for preventive and promotional aspects of rehabilitation of people with disabilities, for instance education, employment and vocational training, job reservation, research and manpower development, creation of barrier-free environment, rehabilitation of persons with disability, unemployment allowance for the disabled, special insurance scheme for the disabled employees and establishment of homes for persons with severe disability etc. This Act gives effect to the Proclamation on the Full Participation and Equality of the People with Disabilities in the Asian and Pacific Region adopted by the United Nations Economic and Social Commission for Asia and Pacific.
