Guidance Notes for Integrated Pollution Control

Her Majesty’s Inspectorate of Pollution (HMIP) has for general guidance published ‘Integrated Pollution Control- A Practical Guide’ which
  • explains authorizations for process, connected applications and consultation procedures
  • explains the concept and mode of promulgation of BATNEEC through Chief Inspector’s Guidance Notes from time to time
  • lists prescribed substances or pollutants for treatment
‘Chief Inspector’s Guidance Notes’ (CIGN) issued from time to time on the necessary standards of operation including emission/ release levels are available to the public including the operators or developers of prescribed process for clear understanding of the same.

Further, Technical Guidance Notes for Inspectors are published covering technical matters such as dispersion calculation, chimney height determination, etc.

Though any such published Guidance Note holds good and valid for a fixed or limited period of time, yet the parameters of pollution control for authorization of process is dynamic, which is subject to change in tune with advancing technology.

The best available technique is only in the context of the process of a particular applicant and is site or process specific. Therefore the application of the Guidance Notes has to be in the light of the peculiarities of a particular case.
