After reviewing its legal authority and rules of procedure, relevant agency and judicial decisions, and other relevant provisions of law, each Federal agency may issue appropriate interpretations, explanations, guidelines, standards, or criteria, and rules of procedure, to the extent that such rules are appropriate and are not already in effect, relating to the rights of individuals who may be affected by agency action to-
Petition the agency for action;
Receive notice of agency proceedings;
File official complaints with the agency;
Obtain information from the agency; and
Participate in agency proceedings for the purpose of representing their interest
Each Federal agency takes all reasonable means- to reduce or waive, where appropriate, procedural requirements for individuals for whom such requirements would be financially taxing, or which would obstruct or prevent effective participation in agency proceedings.
