It is the primary duty of each state to honor all other states. Moreover, full faith and credit is given in each state to the public acts, records, and judicial proceedings of every other State. The Congress by general laws can prescribe the manner in which such acts or records and proceedings shall be proved.
The citizens of each state are entitled to all privileges and immunities of citizens of other States.
A person charged in any state with treason, felony, or any other criminal activity, who has fled from justice, and is found in another State, is on demand of the executive authority of the State from which he fled, is delivered back to the State having Jurisdiction of such crime.
It is also a clear provision that no new States can be formed or erected within the jurisdiction of any other State; nor any State be formed by the combination or amalgamation of two or more States, or parts of States, without the consent of the Legislatures of the concerned States as well as of the Congress.
The power to dispose of and make all needful rules and regulations regarding the territory or other property of the US Government is vested in the Congress.
