Parliament’s role in Europe

The UK is one of the 27 members states of the European Union and therefore, it has to abide by the European Union Legislation. The UK Government Ministers are involved in deciding these Legislations only after they are examined by the Parliament.

Although the European Union has the authority to apply legislation in the UK, putting it into action may require the Parliament to pass a new legislation or amend a present legislation.

The Scrutiny Reserve Solutions

The Scrutiny Reserve Resolutions provide that government ministers should not agree the Council of Minister’s or the European Council to a proposal that is still ‘subject to scrutiny’ by the Parliament. The UK Parliament is handed over with the copies of the EU documents along with an Explanatory Memorandum prepared by the relevant government department.

The Committee of the Commons

In the House of Commons, the European Scrutiny Committee discusses all the EU documents and then submits a report on the legal and political importance of each and every topic. The committee is to decide whether any further scrutiny is required or not. It may also request further scrutiny from the government or recommend the document for debate in a European Legislation Committee or in the Chamber of the House of Commons.

The Committee of the Lords

The House of Lords scrutinize the proposals for EU legislation through the European Union Select Commi9ttee in close coordination with the committee of the House of Commons. The Lords scrutinize fewer documents but they carry out detailed scrutiny on certain selected subjects that are of general importance. These information are either just for information or are debated in the House of Lords.
