Though the Union Territories belong to one category, there is no uniform system of administration in them. Parliament enjoys the power to lay down the structure of administration in the Union Territories. Every Union Territory is administered by the President of India acting through an Administrator who is appointed by the President himself with a designation which he may specify.
Parliament has exclusive legislative power over a Union Territory in matters listed in the State List. The provisions relating to the administration of Acquired Territories are the same as those for Union Territories.
There are certain special provisions in the Constitution for the administration of certain areas know as the Scheduled areas in States other than Assam, Meghalaya, Tripura and Mizoram.
The tribal areas in Assam, Meghalaya, Mizoram and Tripura are specified in the Sixth Schedule and these areas are treated as autonomous districts. They are not outside the executive authority of the State Government but provision is made for the creation of District Councils and Regional Councils for the exercise of certain legislative and judicial powers. These councils have the power to make laws in certain fields such as management of forest, marriage, social customs, inheritance of property etc. They may even try specific suits and offences if the Government allows them to do so.
