Ombudsman and Central Vigilance Commission

With the growing power of the administration an impression has developed in the public mind that there are possibilities of misuse and abuse of power by the administrative functionaries resulting in maladministration and corruption. In India administrative delay and discourtesy are rampant and there are inadequate remedies available to redress the grievance of the citizens against the administration. Thus there is a serious need to establish an Ombudsman system in India. Ombudsman is a government appointee who investigates complaints by private persons against the government. With an objective to create Ombudsman system the central government took some relevant measures but all of them proved unsuccessful. The recommendations of the Administrative Reforms Commission, in its report in 1966 advocating the adoption of Ombudsman-type institution in India was accepted by the government. Several times, the Lokpal and Lokayuktas Bill was presented before the Parliament but could not be enacted as it got lapsed each attempt. On the recommendation of the Committee on Prevention of Corruption (appointed in 1962), the Central Vigilance Commission was created in February, 1964 to ensure prevention of corruption and maintenance of integrity amongst government servants and ensure just and fair exercise of administrative powers vested in various authorities by statutory rules or by non- statutory executive orders.
