With the growing ambit of discretionary powers of the administrative bodies, the need to have judicial control has emerged. Administration may act in an arbitrary manner if it is given complete independence of action. It has been held by the Supreme Court of India that the courts would not go into the question whether the opinion formed by the concerned authority is right or wrong and the Court would not substitute its own views for that of the concerned authority. The only question which could be considered by the Court is whether the authority vested with the power has paid attention to the circumstances, events or matters wholly immaterial to the purpose for which the power was vested or whether proceedings have been initiated for satisfying a person grudge of the authority. Administrative authorities must not exercise discretionary powers for improper purpose and irrelevant considerations.
