Generally administrative functions are separated into Administrative, Legislative, Judicial and Quasi-judicial. An administrative decision is made according to administrative policies. An administrator seeks to get the most appropriate and desirable solution in view of the public interest. While performing the administrative functions, the authorities issue orders which affect personal and proprietary rights of individuals which are quasi-judicial in nature. There is general applicability of a legislative order while an administrative or quasi-judicial order applies to specific cases. A legislative order formulates a general rule of conduct and it normally operates in future. When an administrative body performs an adjudicatory or judicial function, it is called a quasi-judicial function.
